I’ve told my friends in numerous occasions — whenever the subject of skincare comes up, that is — that I’ve always wished that I’d rather tackle dark under eyes over puffiness any day.     I remember reading something about puffy eye bags and the main culprit for under-eye puffiness is fat. As we get older, everything goes south. So far the only way to de-puff is to remove the under eye fatty tissue. Plastic surgery called it blepharoplasty.
